The ETI-GB programme aims to improve agricultural incomes and employment for at least 100,000 rural households in Gilgit-Baltistan, contributing to broader goals of poverty reduction, food security, and economic growth. It seeks to modernize agriculture, promote high-value crops, and develop value chains for apricots and potatoes, while improving irrigation systems and farm-to-market infrastructure. The initiative will also enhance access to skill development for women and youth, expand income-generation opportunities, and strengthen local entrepreneurship.
ETI-GB has three components:
Component1: Productive Infrastructure. This component includes two subcomponents, supported
by community mobilization and planning in the four poorest districts, facilitated by a competitively
selected social mobilization partner.
Component2: Value Chain Development. This component includes the following elements: (i) Priority Area Identification, (ii) Community Organization, (iii) Private Sector Engagement, (iv) Technical and Financial Support, and (v) Government Capacity Building.
Component3: Programme Management and Policy Support. It will establish a steering committee led by the Chief Secretary of Gilgit-Baltistan to oversee the programme. It will set up a Programme Unit (PCU) as an autonomous institution under the steering committee’s guidance.
